The "State of Hawaii" is an inanimate object, incapable of "confirming" (or not confirming) a thing. A human being, an office-holder, a politician, isn't "the state of Hawaii". I know that the language being used by that human being (and others in this story) is murky, and it's either intentional or just inept. What is the problem with Obama authorizing the release? What is YOUR problem with that? Stop defending BS practices. We are a nation that lives under rule of law, and we rely on documents as evidence. Stop blowing smoke; don't we all have better things to do with our time?
