Had you watched the clip, you would know that we're NOT building up the residential neighborhoods for the actual people in Afghanistan.
We, the American taxpayer, are building mansions for rich Afghans who don't live there, but live in places like Dubai. They rent out the mansions to western contractors, so we're now being charged twice -- Once to build the mansion and then rent as part of the deals we have with private contractors (or embassy staff or other US government emissaries working or visiting there).
The streets that these mansions are on are undeveloped, unpaved, unlit, no trash pick-up, etc., because the owners of these mansions refuse to pay taxes to the Afghan government. Why? Because they don't live there, they live in Dubai, so why should they pay for something they wouldn't benefit from.
The point is that Afghanistan is not being built, and the money we're spending isn't getting to the actual Afghans who live there. No trickle down economy. The money being paid for the building and rental of the mansions doesn't stay in Afghanistan.
