There are several issues involved, shutting down the gusher is one. Shutting down BP's other unsafe operations is another. Suspending the permitting of any more drilling operations is another. Releasing information about the amount of oil gushing into the Gulf is another. Monitoring, inspection, scientific teams, engaging boats & booms to protect the coastlines, etc., are others. ALL are within the authority of the US government & none of it is happening. Neither the White House, nor the national incident commander, is doing this.
Carville is right-on-the-money when he asks, "What the heII is Barbara Boxer and Congress doing asking BP to release the live feed? Congress has subpoena authority and can get this done in minutes!"
What Obama and BP are doing is stalling for time, giving little (no) regard for the effect of the oil in the waters or the coastal areas that it's going to land on. They already have fixed on the earliest date when they hope the leak will be capped -- August 14, 2010. Unless there is a brainstorm or a fluke (which would require machinery that navies have), that's the soonest. Until then, by not having the federal government respond, Obama hopes the fury will fall only on BP.
That's quite a price to pay, the loss of US coastlines, Americans' health/lives and livelihood, so he can stay above the fray, keep his numbers high. This is a complete failure of leadership.
