No, you've got that all backwards.
Once the vote happens to put you into power, you're past the negative momentum and political culture: You've got your mandate, and if you're legitimate, you run with it. Just like Bush and Cheney did.
Getting elected is the measure of having overcome negative momentum and political culture.
The 2000 election was a stolen one, but Bush & Cheney understood (as do all professional politicos) that when you get the scepter, you don't stand around and ask, "Really? It's mine?"
You run with it.
