All three were private citizens at the time.
Ronald Reagan was a private citizen (from January 7, 1975 to January 20, 1981, when he entered the White House) when he ran for the presidency in 1980.
George H.W. Bush was a private citizen from January 20, 1977 to January 20, 1981 (when he became VP).
Bill Casey was a private citizen, managing the Reagan-Bush campaign in 1980.
In a democracy, a nation's foreign policy is determined by the People through who they elect and those policies that the political candidates espouse during campaigns. We had a foreign policy in place that one congressman (Charlie Wilson) managed to wreck through a conspiracy of people outside of government and accountable to absolutely nobody.
I'll tell you what I tell every conservative and neocon obsessed with commies:
At least when the Soviets were in charge, we knew where the nukes were.
Now? Not so much.
You sound to me like somebody who believes the BS that the US supports democracies around the world. We don't. Our foreign policy is based on exploiting cheap labor around the world (and here at home) and the chickens are now coming home to roost.
