What do you expect Obama to do if the votes aren't present in the Senate? Certainly if we could build something from the outset we'd do it differentl­y. Certainly if we had more Senators like Al Franken and less like Ben Nelson and Joe Lieberman the legislatio­n would have been better.

What Obama ultimately wound up doing anyway: Buying their votes (like the $100 million to Landrieu and the Medicaid deal for Nelson) and/or putting the House version through reconcilia­tion (as the bill ultimately went).
