Government Shutdown Looms Large As Deal Talks Intensify

Why is it the only people who have ever balanced the budget through out history are Democrats.

That's a bit of a misnomer.

The way that the Democrats have done it still favors the rich over the poor and middle classes, and there's some 'juggling of the books', shifting of costs (hiding them).
