Yes, and which were savagely "reformed" just a couple of years ago, long after the bulk of Americans' debt was accrued, to make it almost impossible for the average American to ever get out of crushing debt.  

You must be very new to the political scene and aren't aware of how Republicans and DLC-Democrats have been gaming our system for the past 4 decades, to bilk Americans.
