It really doesn't matter how low Congress's numbers are in relation to Obama's.  Voters don't vote for Congress as a whole; voters vote for their individual representa­tives and they tend to like their representa­tives just fine.  It's the other guys'/part­y's representa­tives that they want to get rid of.

If Obama can't achieve Democratic voters' objectives with this current Congress (and that isn't and hasn't been his goal), he's not going to fare any better after 2012.  He was given everything that he needed in 2008 and he decided to play Democratic voters for idiots with the push for "bipartisa­nship".  Republican­s made it plain during the 2008 campaign, and for years prior, that they were not going to cooperate with Democrats and would thwart all Democrats' efforts.
