Actually, it was the White House that nixxed the vote, after about 30 Blue Dogs in the House, all Obama-Democrats and most of whom lost their bids for reelection NOT because they weren't conservative enough but because of liberal backlash to their voting records, wrote Pelosi a letter saying they wanted Bush's tax cuts extended to everyone.
This, by the way, was also after Obama provoked liberals/progressives' anger yet again by announcing that he was freezing federal employee wages. Obama's intent, as I've contended all along, has been to suppress the Democratic turnout in the midterms, so thank you for reminding me of yet more evidence that supports that contention.
