The problem with your logic is that this guy's house became the fuelant that threatened other houses. What if the neighbor hadn't paid, and the neighbor's house went up in flames? Now you have two houses that are threatening to engulf the neighborhood, becoming larger and more unmanageable. So even those people who had paid, there are just so many personnel and equipment to put out a fire that has grown exponentially, and conceivably out of control.
That's what separates liberals' view of government and conservatives' view. Services like firefighting, police, 911, etc., are for the Common Good, and should be non-profit.
