Grant was not prosecuted by his successors after a clearly corrup administration, either. In fact American politics is replete with corrupt and possibly criminal behaviors in high office and almost none of them are ever prosecuted after the admin has left office.

There was nothing "arguable" about it. And no, it's not the way "things are done".
Carter came into Washington with DC insiders sneering at the 'peanut farmer' and obstructing his efforts, just as Republicans are doing now to Obama. And Carter tried compromising. What Democrats don't get (and never have gotten, in spite of the fact that Republicans telegraph this to us often enough) is that "The opposition (whoever it is, whether it's foreign or domestic) doesn't respect reasonableness, compromise".
The Reagan and Bush campaign used what they saw as weakness and committed treason by secretly negotiating with Iran during the 1980 campaign.

Ronald Reagan, George H.W. Bush, Bill Casey, Jim Baker, and their gang should have faced trial and prison for treason (just as Joanne Herring should have -- Charlie Wilson's War). But Bill Clinton, DLC co-founder, made sure that wasn't going to happen.
