Look, I have more passi0nate loathing for Bush&Cheney than any 12 0bamabots combined, but nobody "disobeyed" Obama.
If that was an actual fact, then Obama would be firing them and revoking those permits and waivers. He's NOT. As a matter of fact, Ken Salazar is on record supporting their issuance.

And there is no civil service protections for government workers who are insubordinate. If Obama wanted to get rid of Bush-Cheney ringers, he could. The "impossibility of firing civil service workers" is myth. But that's another argument for another time.
