It was very hard to get the AHCA through, and the promises made at the time, from both the President, AND the Democrats, were for further tweaking, going forward.

ACA passed through reconciliation.  All it took to get ACA through was 50 +Biden.  

What was hard was getting ACA passed and convincing Democratic voters that ACA was the reform that they thought they would get (affordable quality medical treatment for everyone) when they put Obama and Democrats into power.  ACA doesn't do any of those things.  Insurance is NOT medical treatment.
