Yes and no.  I don't mean to be glib, but the actual story of what they knew or didn't know and when they knew (or didn't know) unearths smoking guns that catch both parties (along with the CIA) red-handed on not just torture but on the big impeachable offense of lying to Congress.  See here (scroll down to my comments).
