As you can see, Uday and Qsay were autopsied when the cause of death was obvious.

These photos (Zarqawi,  Uday,  Qsay,  Saddam Hussein) didn't incite.  On the contrary; they laid to rest any fears (and hopes by their followers) that they'd rise and murder again.
