GOP Governors Get Millions More In Obama Health Care Grants

It's not about punishing.

It's about elections having consequenc­es.

Republican­s did not run on health care grants; they ran specifical­ly against them.  

The way that you get voters to the polls is to motivate them to vote in their own best interests.  How is giving them what they would have gotten had they voted for Democrats going to sink in when they vote for Republican­s, but you don't give them the experience of what their Republican vote means?
