If Obama can't/won't do it by now, he won't be doing it at any time in his presidency for the reason that he's looking to please his benefactors for after he leaves the White House. That's where the real money for presidents is, ever since Gerald Ford, that is. Ford was the first former president to use the office for personal profit, and every president since, except Carter, has followed Ford's lead.
Expect both Obamas to be cashing in big time, so they're not about to do anything 'anti-establishment' during any of Obama's time in the White House.
