There's no magic to it, just a lot of examining voting data and exit polling, and post-election polling.
As far underestimating Obama, why do you believe there's going to be "a big shift in tactics"?
And, can we assume that if there is going to be a "big shift in tactics", you do have problems with the legislation that his tactics have produced so far? Or else why change tactics now?
