No, you're wrong.
It's bad enough that Republican supporters watch/read/believe Fox and conservative websites, but it's worse when Democratic supporters quote them.
They presumed that since a budget is an annual event, then it must only be something that can be done once per term.
Reconciliation can be used as often as is deemed necessary on anything relating to or having an effect on the budget.
