The fact is that presidential administrations do everything that they can to inspire consumer confidence and avoid recessions. When they go around dropping 'recession' into every conversation, it's because they want it to happen. It serves a purpose, which in this case was Bush's proposed tax cuts for the rich. And he had to do it fast, before 9/11, before the money would be needed elsewhere and 9/11 wrecked the argument about "Got to get the money out of Washington, before Congress spends it."
