When rape (or anything else) began to be a problem isn't the issue; Obama wasn't elected to continue the status quo. He ran on a platform of CHANGE.
No sooner did he get into office than he dug in his heels, slooooowed everything down, flip-flopped on everything he campaigned for and continued the Bush-Cheney policies.
