There should be no cap whatsoever.
BP hasn't put a dime of the alleged deal with Obama for $20 billion into any account. There's also no paperwork on the deal.

$20 billion apparently wouldn't scratch the surface on what would be necessary to clean and restore the devastation BP has done to the Gulf of Mexico and the Gulf states.
