First of all, what you're alluding to is reconciliation. That could be used, too, since ANY bill could be made to affect the budget. You really don't understand these people and what they do when they really want to get something done.



But I'm not even talking about reconciliation.



I'm talking about changing Rule 22, which does NOT have to be done at the beginning of a new Congress (as has been argued). It can be done at any time. See page 6 - http://fpc.state.gov/documents/organization/45448.pdf
