Point 1: Requiring preemptive relief wells wouldn't have made any difference.
The Deepwater Horizon catastrophe would have happened even with a relief well requirement.
Deepwater Horizon was a blowout of a NEW WELL; it hadn't begun producing. Had a preemptive relief well been required, they wouldn't have drilled a relief well until after this new well had been drilled.
Point 2: Relief wells are not a guaranteed solution. They blowout, too. Or any number of problems. Last year's Montara well blowout in Australia required 5 relief wells to be drilled before they were able to stop the gushing.
The only way to prevent future disasters is to stop offshore drilling.
Currently there are thousands of oil wells in the Gulf of Mexico, and none of them have relief wells.
